European Innovation Partnership on Active and Healthy Ageing

In recognition of the global trend in ageing, the EU have developed an Innovation Partnership on Active and Healthy Ageing, EIP on AHA, which aims to increase the healthy lifespan of EU citizens by two years. As part of achieving this goal, the partnerships wishes to bring key stakeholders together, to focus on ageing including improving health and quality of life for older citizens.
One of the initiatives under this Partnership has been the identification of References Sites which demonstrate good practice and innovation in the areas of healthy ageing. In 2013, NI was recognised as a Reference Site and was awarded 3-stars for its medicines management systems which have a particular focus on older people. Key to this award was the contribution towards management of long term conditions, via the development of the integrated medicines management service and the development of enabling technological solutions. A key goal for the Health Service in NI will be to build upon this success in order to achieve the maximum 4-star rating in the next round of Partnership Reference Site awards.

Commercial partners

An overview of some of the initiatives in pharmacy that contributed towards achieving 3-star status and which can be built upon in order to obtain 4-stars are: Integrated Medicines Management, STEPSelect, EPICs, Writemed: Electronic Medicines Reconciliation,LAMPs.
Success in this work depends upon collaboration between key pharmacy stakeholders within NI, other staff and departments within Health & Social Care, staff based at Queen’s University Belfast and the University of Ulster. In addition, a number of key commercial partnerships have been developed including those with Yarra Software Ltd, Digitalis Rx bv (Amsterdam), Digitalis Medicines Management (Dublin), ISKUS Health, Clinimax Ltd,

Hosting & sharing good practice: 3 Stars for Medicines Management

A key initiative under EIP on AHA has been the identification of References Sites which demonstrate good practice and innovation in the areas of healthy ageing. In 2013, Northern Ireland was recognised as a Reference Site and was awarded 3 stars for its Medicines Management Systems. As a reference site, we are committed to sharing good practice with others in the area of medicines optimisation. We are delighted to welcome visitors to Northern Ireland and to offer a choice of hosting programmes as described below.

Programme 1: Length of stay 1-3 days.
Aimed at senior decision makers and budget holders who wish to obtain an overview of the medicines optimisation process. There would be an opportunity to speak with senior leaders in pharmacy based at the MOIC and from the Department of Health Social Services and Public Safety. Visitors will also have the opportunity to observe aspects of the medicines optimisation processes in practice.

Programme 2: Length of stay 2-4 weeks.
Aimed at hospital pharmacists to provide an opportunity to experience our work. They would observe the day to day working of the pharmacy teams who work practically in medicines optimisation on a daily basis. Programme 3:

Programme 3: Length of stay 3-4 months.
Aimed primarily at pharmacy students wishing to learn about medicines optimisation and to undertake a project as part of their studies. A project is selected and supervised by one of the pharmacy teams within the hosting establishment.

Programme content: All programmes are bespoke and are designed to meet the needs of the individual visitor. The following aspects of medicines optimisation may be observed and /or discussed during your visit.

  • medicines reconciliation
  • medication reviews
  • generating discharge information
  • recording clinical interventions
  • antimicrobial stewardship
  • enabling technology
  • pharmacist led clinics
  • development of clinical technicians
  • STEPSelect procurement process
  • safe effective optimised logistics
  • clinical service to nursing homes
  • aseptic services

The specific content of each programme is agreed after an initial discussion with the visitors and assessment of their requirements. Accommodation on the Antrim hospital site can be arranged if required.

4 Star Reference Site status for Northern Ireland

July 2016 Northern Ireland achieved the highest recognition of 4 Star Reference Site status from the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA). As a result of the ‘Call for Reference sites 2016’ launched in December 2015 at the Conference of Partners of the EIP on AHA, a total of 74 regional and local organisations from across Europe have been awarded ‘Reference Site’ status. Northern Ireland was 1 of only 8 Reference Sites to achieve the 4 Star Status, and 1 of 5 applicants to receive full marks against all 5 criteria.
